The conventional conference rewards polish. This Dialogue rewards usefulness. It is deliberately small, private and structured to make an honest conversation easier than a ceremonial one.

Candid by rule
The meeting operates under the Chatham House Rule and additional written participation conditions.
No public audience
There is no public ticketing and no theatre for an external audience.
No press or recording
No live broadcast, audio recording or attributed reporting is planned.
No public participant list
Names are not published without explicit consent and the working participant list remains restricted.
Bilaterals remain separate
Any discussion concerning Canopus, investment or institutional cooperation takes place separately from the plenary Dialogue.

What the room is for
The purpose is not to negotiate a communiqué sentence by sentence. It is to compare constraints, identify practical interventions, test institutional appetite and establish the bilateral work that should follow.
Useful outcomes, not ceremonial ones
- A clearer map of the operational and regulatory bottlenecks affecting African trade and settlement.
- A non-attributed record of themes, options and unresolved questions.
- Voluntary bilateral or multi-institution workstreams after Abu Dhabi.
