Canopus is the concrete banking initiative associated with the Dialogue. Its prospective role is to support cross-border transactions, trade and financial connectivity between Africa, the GCC and Asia.

A bank should not have to invent its relevance after launch.

The proposition is to design the institution around demonstrated transaction needs, correspondent relationships, trade corridors and disciplined controls before operations begin.

African institutional participation

Selected African States, sovereign vehicles, development institutions or state-linked financial institutions may be invited to explore a minority shareholding after the banking licence has been issued. Any participation would be considered through confidential documentation and remain subject to applicable law, budget authority, due diligence, regulatory approval and the participant’s own governance process.

  • Participation in the Dialogue does not imply an investment commitment.
  • No individual State is intended to control the Bank.
  • Equity participation would confer no preferential treatment in credit, compliance, correspondent or transaction decisions.
  • Any securities offer, if made, would be made separately through authorised confidential documents, not through this website.
